I think the official answer is in the reign of Edward the Elder who died in 924 AD.
However is this wholly or only partly true?
The need for a diversion would only be necessary if there was a mill to provide a flow for power.
Did the Saxon settlement have a mill?
I can imagine that if the great ditch and rampart run along the bottom of the hill along the meadow, this ditch would have flooded forming part of the line of the diversion. In addition, at the same time or later this ditch may have been extended down to the river near Ballingdon bridge to give access to a settlement quay.The completed diversion coming later still when the first mill was built. Just a theory.
Does any one know of any record relating to the diversion excavations or the first mill? Where mills mentioned in the Doomsday book?
